OZET: Sulama projelerinin izlenmesi ve degerlendirilmesi, uzerinde onemle durulan konulardan birisidir. Uluslararasi kuruluslar proje yonetimi icerisinde etkin bir planlama, izleme, kontrol, degerlendirme ve geriye bilgi akisi saglayan calismalara onem vermektedirler. Bu calismada; once ABD Uluslararasi Kalkinma Orgutu (USAID), daha sonra Alman Teknik Isbirligi Orgutu (GTZ) tarafindan gelistirilen ve kirsal kalkinma projelerine uygulanan “Amaca Yonelik Proje Planlama Yaklasimi (AYPP)” nin uygulama asamalari, sulama projelerini izleme ve degerlendirme sistemi icerisinde degerlendirilmis ve onerilerde bulunulmustur. International agents take into consideration the studies in which efficient planning, control, monitoring and evaluation, and feedback are crucial components of project management. In this study, application phases of “Objectives Oriented Project Planning (OOPP)” approach developed by USA International Development Organization (USAID) first and then improved by German Technical Cooperation Organization (GTZ) and being applied to the rural development projects has been evaluated in the context of monitoring and evaluation system of irrigation projects and some recommendations have been done.
