The paper presents interplay between investment policy at macro and meso levels that taking into account the sphere of influence, methods and tools in order to create an effective mechanism of regulation of investment activity.The authors have developed recommendations to improve the system of planning and regulation of investment activities at meso level. Organizational and methodological principles to determine stages and sequence of strategic investment planning at meso level are improved.
