INTEGRAL EVALUATION OF THE ACTIVITY OF SMALL ENTERPRISES OF UKRAINE IN THE CONDITIONS OF STRUCTURAL TRANSFORMATION OF THE NATIONAL ECONOMY

In order to assess the potential of small businesses, in the context of the structural transformation of the national economy of Ukraine, comprehensive studies are required. Both quantitative proportions of economic information inside economic structures, and their links as well as creative ability to enter new markets should be estimated. This is especially true nowadays – while organizational and institutional frameworks are being changed, particularly the reform of legislation, territorial organization of government, fiscal policy, high variability of demographic and migration processes, dynamics of global markets. The paper analyzes the trends of small business development in Ukraine and identifies the place of small businesses in the economy of the industries. It was discovered that the highest share of small businesses among all enterprises was in real estate operations – 98.8%, and the lowest in health and social assistance – 81.6%. In agriculture, 95.4% of small enterprises employ 38.6% of the population, 84.4% of employees and sell 37.7% of enterprise output. The rating of economic efficiency of small enterprises of Ukraine on different types of economic activity is carried out. A mechanism for determining the Small Business Performance Index has been proposed, which has helped to comprehensively evaluate the effectiveness of various sectors of the national economy. The following indicators were used to evaluate the efficiency of small business enterprises in Ukraine by different types of economic activity: number of employees, volume of sales, average salary of an employee, gross value added, net profit (loss) per 1 enterprise and 1 employee. According to the results of calculations of the integral index of small business potential, the smallest enterprises of financial and insurance activity, industry, transport, warehouse, postal and courier activity showed the highest economic efficiency. The smallest ratings were given to small businesses in the services sector, namely arts, sports, entertainment, recreation, real estate operations and education.
