Before the political reforms of Abdulmecid in 1839 (Tanzimat), the municipal services were being performed by kadi institutions. This was partly being done by the corporations and foundations, as well. Before this era some changes in the Ottoman administration and especially the reforms alone during the rule of the Mahmut II, reduced the administration functions of the kadis. When the kadis started to lose power, emptiness occurred in this area and this started to be filled with the local vaivodes in the provinces which were performing the official duties at this time. In this article, the qualities of the duties performed by the vaivodes, who were the centers of the power, were being pointed out.
