Russia throughout her history surrounded by northern ice and in the south Black Sea controled by Ottoman State without any access to warm sea ports. After the conquest of Constantinople, Ottoman State closed the straits to warships but not to merchantman and this policy continued as long as it was powerful. As a result of this policy Russian warships were boxed in Black Sea. Begining with the Czar Petro I Russia followed the policy of access to warm sea port through the Black Sea and Straits and this policy was supported by his successors as well. Although Russia gained some rights by following up the advantage of the politics but she could not possessed the Black Sea and Straits. With
