After the 16 century the Protégé (protection) system, which had emerged as a continuation of the Capitulations, became a threat to the sovereignty of the government. The privileges first attributed to foreign embassies and consulates by the Ottoman Government attracted the attention of some citizens. Foreign forces, in order to increase their political powers and to obtain economic profits, enlarged their protection to the Ottoman people by inventing a paper entitled the “protection patent.” After the 18 century, thousands of Ottoman citizens changed their citizenship in order to profit from the advantages of the protégé system. This abused system forced Babıâli to take precautions to limit this system which had a high cost to the government.
