DEĞİŞEN VE DÖNÜŞEN YÖNLERİYLE AB BAŞKANLIĞI: KURUMSAL YAPIDA ETKİNLİK VE İŞLERLİK SORUNSALI

The EU has been in need of a EU presidency system during the integration process which seems to be overcome by the Lisbon Treaty. The necessity in the context of efficiency, institutional balance and democracy is planned to eliminate by a permanent presidency. This study aims at finding answers to the issues whether the presidency will be used in favor of Union’s interests or those of the member state which will be at the helm. In this sense, issues on how the member state having the long-term chair will affect EU agenda, balance between EU’s and national interests and efficiency will be discussed.
