The purpose of this study is to determine norm values of Şisman © Instructional Leadership Behaviors Scale which measure teachers’ perception of school principals’ instructional leadership behaviors by testing validity and reliability of the scale. In the study which was conducted with 4.574 pre-schools, primary school and high school teachers, item discrimination, construct validity (explorative and confirmative factor analyses), internal consistency and norm values were investigated. The results showed that the scale consisted of five factors (i) defining and sharing school aims, (ii) managing educational program and instructional process, (iii) evaluation of instructional process and students, (iv) teacher support and development, (v) creating proper teaching-learning environment and climate, and high measurement validity and reliability values. The results also showed strong evidence to use Şisman © Instructional Leadership Behaviors Scale to measure teachers’ perception of school principals’ instructional leadership.
