As a result of the Bologna Process, higher education in Europe is becoming more aligned. Professional mobility and international student exchange programmes are goals that all countries are looking to achieve. In France, in the field of Social Work, this has occurred at the same time as an increased will to combat exclusion and to modernise welfare legislation. Specific national characteristics of how social professions are organised and the fact that social work continues to operate independently to universities do not help a comparison between the two systems. In this context, the new direction in training welfare officers has led to several changes and challenges for both the professional sector and for teachers and trainee social workers.
