First it was the controversial independent sector treatment centres (ISTCs); now hospital departments are being put under further threat by plans to set up private centres to take over simple procedures from hospitals. The Clinical Assessment Treatment and Support Centres (CATS) are being gradually implemented throughout the country to carry out diagnostics and surgical treatments in a bid to cut government waiting lists.
