tEd. Note: This paper was given at the PCBs Conference reported in Issue number 1, April 1972, but was not ready for publication in that issue. Since it was submitted the Monsanto Company released PCBs production figures for 1960-1971 (Monsanto press release of November 30, 1971). Information in that release further specifies statements in the paper indicated by a #. Figures from the press release are: the U.S. Government's scientific studies of polychlorinated biphenyl (PCB's). The task force was coordinated by the Office of Science and Technology and the Council on Environmental Quality. Represented on the task force were the following agencies: the Environmental Protection Agency, The Food and Drug Administration, the National Institute of Environmental Health Services, and the Departments of Agriculture, Commerce, Interior and Justice.
