Assistência Estudantil do IFPI aos Mais Pobres: Focalização Assegurando o Direito à Educação

Aborda-se aqui a Politica de Assistencia Estudantil do Instituto Federal de Educacao, Ciencia e Tecnologia do Piaui (IFPI) consubstanciada no Beneficio Permanente, enfocando o processo de selecao dos beneficiarios, em seu primeiro ano de execucao, a fim de detectar os condicionamentos que oferece ao exito ou fracasso da acao estatal. Vale-se de edital do processo seletivo e dados do formulario socioeconomico preenchido pelos candidatos, quando da inscricao no Beneficio Permanente. Constatou-se que acorreram ao beneficio mais de um para cada bolsa oferecida e que 66% foram atendidos, sendo estes, os com maior necessidade e urgencia do beneficio. Com isso, tem-se uma acao focalizada que, ao compatibilizar universalizacao com exiguidade de recursos, limita-se seus efeitos aos beneficiarios e os mitiga, restringindo-os aos contemplados, que, desse modo, podem usufruir o direito a educacao. ABSTRACT It deals with the Student Assistance Policy at the Federal Institute of Education, Science and Technology of Piaui (IFPI) embodied in the Permanent Benefit, focusing on the process of selection of beneficiaries, in their first year of implementation, in order to detect the conditioning that offers the success or failure of state action. It is based on notice of the selection process and the socioeconomic data form filled by candidates when enrollment in the Permanent Benefit. It was found that more than one for each student flocked to benefit exchange offered and 66% were met, the latter being the most in need and urgency of the benefit. Thus, there is a focused action that when the universal compatible with resource scarcity, it limits its effects to the beneficiaries and mitigates them, restricting them to the contemplated, which thus they can take advantage of the right to education.
