There is still a serious shortage system of state intervention; it has become an important obstacle to restrict the development of our people with a fair environment. It brings a series of economic and social problems, because the difficulty of political reform is still prominent, and economic reform is not thorough. Elaborated the concept of state intervention, I began to analyze the environmental impact of institutional change on the development of equitable, respectively, on the contemporary of our national political, economic, educational and cultural intervention system changes. State intervention system from the imperfect to enrich and perfect development, the goal of this change is to think that the development of people, resulting to provide a fair environment.
