DYLEMATY METODYCZNE W PROCESIE KONSULTACJI SPOŁECZNYCH NA PRZYKŁADZIE GMINNYCH PROGRAMÓW REWITALIZACJI

This article aims to systematize the knowledge of the main research (methodological) dilemmas of  public consultations. Author used an example of municipal revitalization programs in Poland in the EU financial perspective 2014-2020. Public consultations can be regarded as a form of consultative-direct participation in the management (e.g. of local or state development). These form of research, assuming their proper preparation and implementation, may also provide many benefits to the undertaken activities, such as higher efficiency, increased sense of subjectivity or increased sense of influence on the functioning of municipality, province, etc. However at the beginning, you should answer the following questions related to public consultation: Who will conduct the consultation? How many people should participate in the study? What measuring method should be used? How should be constructed a measuring instrument? How to ensure the anonymity of the respondents/confidentiality? What information should be taken during and after the consultation?
