Thecriterion of their state classiflcation is obtained. Their efiective state space is contained in the set of purely-atomicmeasuresorthesetofabsolutelycontinuousmeasuresaccordingasonedifiusive coe-cient c(x)· 0 or jc(x)j‚ " > 0 while another difiusive coe-cient h2 C2 b(R).
