A new mechanism is proposed to explain neutrino masses and their mixing viaSU(1,1) horizontal symmetry breaking. Based on this mechanism smallness ofneutrino masses is naturally realized and inverted hierarchical spectrum withlarge mixing is given.Comment: 9 page
