The International Heat Flow Commission was created as an Inter-Association Committee at the San Francisco IUGG General Assembly in 1963. Originally the main objective of the IHFC was to encourage and stimulate measurement of terrestrial heat flow density in all areas of the world. Later on, this horizon was expanded to encompass the economic aspects of geothermics. After undergoing a number of administrative changes the IHFC now is essentially a Commission of IASPEI, but also has formal links to IAPSO and IAVCEI, and operates under a set of guidelines that augments, but is consistent with, the "Guidelines for Appointment of Chairman and Members of IASPEI Commissions" adopted by IASPEI in 1981; a copy of the IHFC Guidelines is attached. It is indeed fortunate that we have guidelines rather than a constitution set in stone since there are times when circumstances force us to violate the guidelines (e.g. at the present time the Commission membership is greater than the 20 recommended under IASPEI guideline 3).
