A new temperature controlled microwave cavity system to measure the complex dielectric constant of seawater at 1.413 GHz is discussed. The system is being developed to measure seawater for temperatures from 0°C to 30°C and salinities from 10 to 40 psu. The paper discusses the construction of the measurement system and initial stability tests.
