The title compound, C 13 H 9 ClN 4 O 4 , crystallizes with Z ′ = 2, and the two mol­ecules have markedly different conformations. The mol­ecules are linked into a three‐dimensional framework by a combination of N—H⋯O, N—H⋯N, C—H⋯O and C—H⋯N hydrogen bonds.
