Assuming that all I = 2 meson Regge trajectories have a(O) < 0 we derive a new set of sum rules for Compton scattering on I > 1 hadrons. We compare our results with experiment and with other theoretical ideas. (Submitted to Physical Review Letters) * Work supported by the U. S.
