We report new measurements of the production cross section for the reaction /ital e//sup +/e/sup /minus///r arrow//tau//sup +//tau//sup /minus// at /radical//ital s/ =29 GeV, as well as the topological decay branching fractions of the /tau/ lepton. The data were taken with the High Resolution Spectrometer at the SLAC /ital e//sup +/e/sup /minus// colliding-beam facility PEP. The measured cross section yields /ital R//sub /tau//tau//=1.044/plus minus/0.014/plus minus/0.030 (where the first (second) error is statistical (systematic)), consistent with QED and corresponding to QED cutoff parameters of /Lambda//sub +//gt/129 GeV and /Lambda//sub /minus///gt/284 GeV at the 95% C.L. The fractions of /tau/ decays into one and three charged particles are /ital B//sub 1/=0.864/plus minus/0.003/plus minus/0.003 and /ital B//sub 3/=0.135/plus minus/0.003/plus minus/0.003.
