Field theory on ${\mathrm{CP}}^{1}$ with a Chern-Simons term is analyzed classically and then quantized. The constrained system is disentangled using the elegant Becchi-Rouet-Stora-Tyutin (BRST) method. The quantum Hamiltonian, the BRST charge, and the anti-BRST charge are derived. Application to a recently proposed model with principal chiral fields is elaborated.
