PERL (Prism Information Retrieval Language) has been developed by the Civil Service Department to enable the retrieval of up-to-date information from files accumulating historical information together with current data. The traditional method of achieving this has been by keeping current state master files and retaining regular 'snapshot' files, to generate retrospective reports. This paper examines some of the development problems and highlights some novel features.
