In this paper, we present our vision of a hybrid intelligent information system approach as the basis for cognitive architecture. The concepts of the hybrid intelligent system (HIS) and hybrid intelligent information system (HIIS) are proposed. The structure of HIIS based on modules of consciousness and subconsciousness is discussed. The metagraph model for data and process description is given. The model of metagraph agents as a data transformation model for HIIS is proposed. The structure and operational principles of the metagraph rule agent are reviewed. The perception-action cycle for cognitive architecture based on HIIS is discussed in details.
