Welcome to the Second International Conference on Information Technology and Quantitative Management (ITQM 2014). This year conference will take place at the National Research University Higher School of Econom-ics (HSE), Moscow, Russia. ITQM 2014 is organized by International Academy of Information Technology and Quantitative Management (IAITQM) and National Research University Higher School of Economics (HSE). The International Conference on Information Technology and Quantitative Management is a global forum for ex-changing research results and case studies that bridge the latest information technology and quantitative manage-ment techniques.
