The index system of water ecological carrying capacity (WECC) is constructed based on Pressure-StateResponse model. In light with the calculation of water ecological carrying capacity in different years, the development tendency of WECC in Liaoning Province is analyzed. It concludes that WECC of Liaoning is lower than that of national average. It is thought that the shortage of water resources is the limitation of the water environment in Liaoning. Finally, some effective suggestions to improve the WRCC of Liaoning are proposed. Keyword: water ecological carrying capacity; index system; PressureState-Response model; Liaoning
