Although this text generally conforms to “Bluebook style,” several exceptions have been implemented. Case names have been underscored so that they can be more easily found. References to circuits, district courts, and to the United States Supreme court have been boldfaced in both the text and in citations so that the reader can quickly find the pertinent law. Since administrative law judge decisions are not precedential, they have been cited sparingly, primarily for novel or first impression instances, and are instructive where the case law has not matured.
