Convergênciais e dissonâncias entre Luhmann e Bourdieu: os limites operacionais dos conceitos anomia e autopoiesis

The present text consists in a reflection on the policy protection for children and youth performed by the Portuguese state. The locus of the research was the city of Évora – Alentejo/Portugal Region. It is a case study of qualitative nature, in which the investigation method used as instruments of collection the documental analysis and the semi-structured interview with seven subjects of the area of children and youth involved in the management of equipment aimed at prevention, care and accountability. The research is centered in an exploratory position since it tries to interpret the events starting from the social actors. Impartially understand this social environment. Thus, it is perceived an effort of many entities (governmental and non-governmental) to establish a prevention policy, monitoring and assistance to children and youth in Portuguese territory.  However, the data points to the economic difficulties that Portugal has faced reflect on the financing of the children and youth social protection policy
