
NATURAL PRODUCTIVE FORCES AS THE BASIS OF HYDROPOWER PARADIGMS OF THE RATIONAL DEVELOPMENT OF THE NORTHERN ECONOMY: AN INVITATION TO THE DISCUSSION

The hydropower potential of natural productive forces has been explored in anticipation of a new technological order with priorities for the development of natural-like technologies and renewable energy sources. This is done to select an adequate energy paradigm for the development of the remote northern territories and the shelf. The analysis of the hydropower industry of the Kola Peninsula shows its strengths and weaknesses in this aspect. The vectors of possible improvement of the used and promising innovations, spatial and territorial development paradigms, tools for locating the economy, taking into account the geographic specifics of the involved hydropower resources, have been determined. This aspect shows the costs of the existing nature management, the most acute problems associated with the irrational use of natural resources in the Soviet period. Within the framework of the original author's graviogeographic method, the priorities of modern nature management are highlighted, oriented towards modern nature-like hydropower technologies and a more verified functional use of economic space. Particular attention is paid to the description of the development of one of the most promising nature-like energetics, now actively developing in the world —the wave energy, the assessment of its hydro potential for the development of the remote coastal territories and the shelf of the Russian North and the Arctic. Taking this into account, using particular examples of analyzing the use of the potential of the hydrotechnical and water-energy resources of the Kola Peninsula, specific directions and options for promising hydropower developments for the proper maintenance of the Arctic zone of the Russian Federation, thematic fields for cooperation among regions and joining efforts in the implementation of such ambitious projects are shown.
