During the last years of its existence, in the Russian Empire a number of reforms was carried out, one of which was a police reform. The article discusses the main provisions of the draft law of the Russian Empire «On the transformation of the police in the Empire». The specific provisions of this project are separately studied, for example, the distribution of all localities by rank, determining the list of towns in which there were detective offices, improving the material status of police officers, etc. Particular attention is paid to the discussion of this bill in the State Duma, the problems encountered and ways to settle them. The main purpose of the article is to reveal the essence of the police reform in the context in which it took place. The authors use comparative legal and historical methods. As a result of the study, the authors come to the following conclusions: the reform was extremely important, it took place in a difficult political situation, if the draft law had been approved, it would have significantly improved the state of the police, especially at the local level.
