Mapping the ability of local finance is very important to see the level of independence in carrying out the authority delegated. Low level of the regional independence is caused by the low of PAD or high spending burden of the APBD. On the other hand, regional conditions in Indonesia are also diverse. There are natural resource-producing areas and some other non-SDAs but have a large tax base, with their own different characteristics. This fact requires some analysis in order to formulate national policies. For this reason, this is conduct using quadrant method analysis through share and growth of each region. From the results of the share analysis, the areas producing SDA have a larger number than non-SDA areas. Conversely, from the value of growth, the entire non-SDA area has a greater value than the natural resource-producing regions. From quadrant method analysis, only Badung regency which entered in quadrant I. All non-SDA areas entered in quadrant II, while all of natural resource producing region came in quadrant III minus Indragiri Hilir Regency. In Quadrant IV, there is only Indragiri Hilir Regency from the entire research locus. According these results, in the future the transfer policy to the regions should be directed to targeting the quadrant IVs so they can jump into other quadrants that are more positive.
