The article considers the problem of the shortage of qualified personnel. Threats and possible consequences that can carry the current situation factories, enterprises, large organizations, etc. In brief considering, market in the network of the WTO, as one of the most important aspects of international cooperation and manifestation of one of the possible situations that may affect the development of the economy of the Russian Federation.
