In the last decade, social protection has emerged as a policy framework employed to address poverty and vulnerability in developing countries. The article links social protection to new perspectives on poverty and vulnerability, identifies and discusses key issues in the emergence of social assistance programmes in developing countries, and assesses their potential contribution to addressing poverty and vulnerability in the South.
