The paper presents an approach to prioritization for a large number of software requirements. It selects certain requirements as benchmarks. The selection is based on the analysis of a pairwise comparison matrix. Several selection rules are proposed. A Monte Carlo simulation was conducted to study the effects of the benchmark selection rules on rank correlation between true and estimated priorities. The results of the simulation suggest that the best way to select one benchmark is the rule based on the most consistent judgements independent of experimental conditions. Several benchmarks must be chosen in another way. This problem will be the subject of future research.
