It is shown that a gas consisting of random‐phased high‐frequency whistler wave packets can become modulationally unstable with respect to low‐frequency magneto‐acoustic perturbations. The growth rate and threshold of the instability are calculated. The relevance of the instability to ULF emissions in the magnetosphere is discussed.
