Turbulence or turbulence-like patterns are often depicted in art, such as\textbf{\textit{The Starry Night}} by Vincent van Gogh. For a long time, it wasdebated whether the flow in this famous oil painting follows Kolmogorov'sturbulence theory or not. In this work, we show that a Kolmogorov-like spectrumcan be obtained if we make the phenomenological assumption that a certainnumber of "whirls/eddies" are satisfied, which provides a wide range of scales.The scaling range is then expected to extend from the smallest whirls to thelargest ones. This results in a $-5/3$ Kolmogorov-like power law in the Fourierpower spectrum of the luminance. Additionally, a "$-1$"-like spectrum isobserved below the smallest whirls, which can be interpreted in the frameworkof Batchelor scalar turbulence with a Schmidt number much greater than one. Thehidden turbulence is then recovered for \textbf{\textit{The Starry Night}}.
