Complex adaptive systems (CASs), from ecosystems to economies, are opensystems and inherently dependent on external conditions. While a system cantransition from one state to another based on the magnitude of change inexternal conditions, the rate of change -- irrespective of magnitude -- mayalso lead to system state changes due to a phenomenon known as a rate-inducedtransition (RIT). This study presents a novel framework that captures RITs inCASs through a local model and a network extension where each node contributesto the structural adaptability of others. Our findings reveal how RITs occur ata critical environmental change rate, with lower-degree nodes tipping first dueto fewer connections and reduced adaptive capacity. High-degree nodes tip lateras their adaptability sources (lower-degree nodes) collapse. This patternpersists across various network structures. Our study calls for an extendedperspective when managing CASs, emphasizing the need to focus not only onthresholds of external conditions but also the rate at which those conditionschange, particularly in the context of the collapse of surrounding systems thatcontribute to the focal system's resilience. Our analytical method opens a pathto designing management policies that mitigate RIT impacts and enhanceresilience in ecological, social, and socioecological systems. These policiescould include controlling environmental change rates, fostering systemadaptability, implementing adaptive management strategies, and buildingcapacity and knowledge exchange. Our study contributes to the understanding ofRIT dynamics and informs effective management strategies for complex adaptivesystems in the face of rapid environmental change.
