We present a generalization of Vlasov-Maxwell kinetic theory that accountsfor intense electromagnetic fields. A strongly-radiating, possiblyoptically-thick plasma is decomposed into fragments, each comprising a chargedparticle together with its self-generated electromagnetic field. Assuming weakinter-fragment correlations, but strong intra-fragment correlations, amean-field evolution equation for the single-fragment distribution functionalis derived. We also identify the equation's Hamiltonian formulation. Byincorporating strong correlations between a charged particle and the field itgenerates, the new model captures the effects of strong radiation reactionnon-perturbatively. The fragment kinetic formalism offers an attractiveapproach to modeling exotic light-matter interactions such as nonlinear andmultiple Compton scattering.
