Camera-based technology can be privacy-invasive, especially for bystanderswho can be captured by the cameras but do not have direct control or access tothe devices. The privacy threats become even more significant to bystanderswith visual impairments (BVI) since they cannot visually discover the use ofcameras nearby and effectively avoid being captured. While some prior researchhas studied visually impaired people's privacy concerns as direct users ofcamera-based assistive technologies, no research has explored their uniqueprivacy perceptions and needs as bystanders. We conducted an in-depth interviewstudy with 16 visually impaired participants to understand BVI's privacyconcerns, expectations, and needs in different camera usage scenarios. Apreliminary survey with 90 visually impaired respondents and 96 sightedcontrols was conducted to compare BVI and sighted bystanders' general attitudestowards cameras and elicit camera usage scenarios for the interview study. Ourresearch revealed BVI's unique privacy challenges and perceptions aroundcameras, highlighting their needs for privacy awareness and protection. Wesummarized design considerations for future privacy-enhancing technologies tofulfill BVI's privacy needs.
