We are currently witnessing an increased occurrence of extreme weatherevents, causing a great deal of disruption and distress across the globe. Inthis setting, the importance and utility of Early Warning Systems is becomingincreasingly obvious. In this work, we present the design of an early warningsystem called TransCPEarlyWarning, aimed at seven countries in theAdriatic-Ionian area in Europe. The overall objective is to increase the levelof cooperation among national civil protection institutions in these countries,addressing natural and man-made risks from the early warning stage andimproving the intervention capabilities of civil protection mechanisms. Thesystem utilizes an innovative approach with a lever effect, while also aimingto support the whole system of Civil Protection.
