Power system robustness against high impact low probability events isbecoming a major concern. To depict distinct phases of a system response duringthese disturbances, an irregular polygon model is derived from the conventionaltrapezoid model and the model is analytically investigated for transmissionsystem performance, based on which resiliency metrics are developed for thesame. Furthermore, the system resiliency to windstorm is evaluated on the IEEEreliability test system (RTS) by performing steady state and dynamic securityassessment incorporating protection modelling and corrective action schemesusing the software Power System Simulator for Engineering (PSS/E). Based on theresults of steady state and dynamic analysis, modified resiliency metrics arequantified. Finally, this paper quantifies the interdependency of operationaland infrastructure resiliency as they cannot be considered as discretecharacteristics of the system.
