This letter investigates which fluid dynamical boundary conditions areconsistent with the anomaly inflow mechanism for dissipationless quantum fluidswith topological terms. The approach taken is to begin with a hydrodynamicaction that includes topological terms, which leads to first order hydrodynamicequations with an additional constitutive equation known as the Hallconstraint. When a boundary is present, one of the topological terms in thefluid action results in anomaly inflow, which is a signature of gauge anomalyat the edge. Our work finds that the anomaly inflow mechanism is not compatiblewith the no-slip condition, in which the fluid adheres to the wall, but isconsistent with the no-stress condition, in which the fluid can move along thewall without friction. This results in gauge anomaly giving rise to tangentialforces on the boundary that can be balanced by fluid stresses. Additionally,our work explains how to derive this modified no-stress boundary conditionwithin a variational principle by including a chiral boson action at theboundary that is non-linearly coupled to the edge density. Finally, we showthat this hydrodynamic theory with boundary is dual to theChern-Simons-Ginzburg-Landau action which is the effective theory of Laughlinfractional quantum Hall states.
