The inner operations of the human brain as a biological processing systemremain largely a mystery. Inspired by the function of the human brain and basedon the analysis of simple neural network systems in other species, such asDrosophila, neuromorphic computing systems have attracted considerableinterest. In cellular-level connectomics research, we can identify thecharacteristics of biological neural network, called population, whichconstitute not only recurrent fullyconnection in network, also anexternal-stimulus and selfconnection in each neuron. Relying on low databandwidth of spike transmission in network and input data, Spiking NeuralNetworks exhibit low-latency and low-power design. In this study, we proposed aconfigurable population-based digital spiking neuromorphic processor in 180nmprocess technology with two configurable hierarchy populations. Also, theseneurons in the processor can be configured as novel models, integer quadraticintegrate-and-fire neuron models, which contain an unsigned 8-bit membranepotential value. The processor can implement intelligent decision making foravoidance in real-time. Moreover, the proposed approach enables thedevelopments of biomimetic neuromorphic system and various low-power, andlow-latency inference processing applications.
