We propose a programmable photonic platform that integrates Thouless pumpingand reconfigurable lasing in sliding bilayer photonic crystals. By engineeringtwo periodic potentials -- a slowly moving photonic grating atop a stationaryone -- we demonstrate how their interplay yields distinct topological phasescharacterized by either robust light transport (Thouless pumping) or localizedspatial oscillation (trapping). A heterojunction between crystals in these tworegimes supports an interface mode stemming from the topological phasetransition across the boundary. This interface mode can be actively tuned viamicroelectromechanical systems or switched through the integration ofphase-change materials. We further establish the feasibility of lasing actionat this interface mode, offering a pathway toward topologically robust andreconfigurable lasers. Our findings provide a framework for exploringtopological phase transitions and unify the fields of topological photonics andprogrammable photonic devices, opening avenues for multidimensionally tunablelight sources.
