The realization of intertwined ferroelasticity and ferromagnetism intwo-dimensional (2D) lattices is of great interest for broad nanoscaleapplications, but still remains a remarkable challenge. Here, we propose analternative approach to realize the strongly coupled ferromagnetism andferroelasticity by carrier doping. We demonstrate that prototypical 2D\b{eta}-PbO is dynamically, thermally and mechanically stable. Under holedoping, 2D \b{eta}-PbO possesses ferromagnetism and ferroelasticitysimultaneously. Moreover, the robustness of ferromagnetic and ferroelasticorders are doping tunable. In particular, 2D \b{eta}-PbO features in-plane easymagnetization axis that is coupled with lattice direction, enablingferroelastic manipulation of spin direction. Our work highlights a newdirection for 2D magnetoelastic research and enables the possibility formultifunctional devices.
