We investigate the possibility of accounting for the observed anomalousvelocities of stars in galaxies to be a result of a dynamic prescription forhaving a galaxy generate and prescribe its own inertial frame. It isdemonstrated that within observational uncertainties, an overall rotation of aninertial frame dragged by a galaxy is a comfortable fit to the observedanomalous velocity curves. A case for looking for a natural law for prescribingan inertial frame by a mass distribution over a finite (galaxy size) range ismade out.
