The radiation-loud and radiation-quiet anti-glitches in magnetar 1E 2259+586are discussed together. It is shown that the 2019 radiation-quiet anti-glitchin 1E 2259+586 is not constraining, because its amplitude is 2.5 smaller thanthe previous radiation-loud anti-glitch. We note that magnetars with high X-rayluminosity and low rotational energy loss rate are more likely to showanti-glitches. Anti-glitchers and radio-emitters of magnetars occupy oppositecorner on the luminosity vs. rotational energy loss rate diagram. Byintroducing the X-ray luminosity parameter and the activity parameter, we tryto characterize this trend quantitatively. A general picture of magnetaranti-glitch is given.
