With the increasing number of user equipment (UE) and data demands, denseraccess points (APs) are being employed. Resource allocation problems have beenextensively researched with interference treated as noise. It is wellunderstood that the overall spectral efficiency can be significantly improvedif multiple terminals coordinate their transmissions either coherently ornon-coherently.The focus of this paper is to study how to select pairs of APsfor coordination and allocate resources accordingly. An optimization problem isformulated to maximize the network utility function by optimizing AP paring,spectrum allocation, user association, and power management in a flexiblemanner. A scalable and efficient algorithm is proposed based on iterativescheme pursuit and fractional programming. Numerical results demonstratesubstantial gains in the network utility due to coordinated transmission in anetwork of 128 APs and 384 UE.
