This paper addresses the air traffic flow management research problem ofdetermining reroute, ground delay and air delay for flights using stochasticweather forecast information. The overall goal is to minimize system-widereroute and delay costs. This problem is a primary concern in United States andespecially in its northeastern region, and is also the key in enhancing theperformance of the new FAA Traffic Management Initiative called CollaborativeTrajectory Options Program (CTOP). In this work we present six stochasticinteger programming models, including two two-stage models and four multistagemodels, which are based on a notable strong deterministic flight-by-flightlevel traffic flow formulation and an aggregate Eulerian traffic flowformulation. Our preliminary numerical results show that completely integersolutions can be achieved from linear relaxation, for all proposed models andfor both no-route and reroute cases.
