In this paper a protection placement problem for power network measurementsystem data integrity is considered. The placement problem is motivated fromthe data secure power network design applications in [Dan and Sandberg 2010].The problem is shown to be NP-hard and an integer linear programmingformulation is provided based on the topological observability condition by[Krumpholz, Clements and Davis 1980]. The incorporation of the observabilitycondition requires a graph connectivity constraint which is found to be mosteffectively described by the Miller-Tucker-Zemlin (MTZ) conditions. For aspecialization without line power flow measurements, the protection placementproblem can be modeled by a domination type integer linear program much easierto solve than the general formulation requiring graph connectivity. Numericalstudies with IEEE benchmark and other large power systems with more than 2000buses indicate that using the proposed formulations, the protection placementproblem can be solved in negligible amount of time in realistic applicationsettings.
